Gulf Incident Command Center (GICC)
What is GICC?: Gulf Incident Command Center (GICC) is a small centralized incident command unit, with the sole purpose of fighting oil spills across the Gulf.
Function: The unit must be capable of moving rapidly anywhere across the Gulf in the event of an oil spill and have the necessary expertise, manpower and equipment at its disposal for swift action.
The GICC Team: The GICC team or unit must consist of Senior Officials from RECSO member companies that were elected by their respective companies. These individuals must be in decision making positions with the authority to act on behalf of their companies in crisis situations. In the event of a crisis the GICC unit member on the location of the incident will lead all other GICC unit members and the RECSO Secretariat. He will take complete command of the situation, all other unit members and the RECSO secretariat will be at his disposal to follow his commands on the situation. Unless he is overwhelmed by the extent of the situation, in which case he can relinquish his command to other members of the unit.
Base: The unit’s support base will be situated in Dubai and run by the RECSO Secretariat under the leadership of RECSO’s Chairman. RECSO will handle all communications of the unit, equipment inventory list, etc.
Equipment: The equipment under the disposal of the GICC unit must consist of RECSO member companies stored oil spill equipments. The equipment is to be dispersed across the Gulf on a zone bases and available to all RECSO members in the event of an incident. Exchange of availability of equipment ought to take place between member companies, especially in the case of old equipment. Companies with old equipment lying around in their warehouses ought to make these available to other members that do not have these resources available. The unit must identify as a group what necessary equipment they need and purchase them as one group. This way, the unit will have greater purchasing power and will only buy the equipment that they require. As opposed to RECSO member companies, buying equipment independently, with a limited budget and purchasing the same equipment unnecessarily. This will turn RECSO member companies into “one force” and “one team”.
GICC/Other Authorities: The GICC unit must work hand in hand with government bodies within all GCC countries and to train together in “Oil Spill Incident Management”. RECSO will also offer its services by establishing its own relationship with government bodies within Dubai and offering them with the necessary training.
