The concept of mutual aid in times of emergency is the keynote of the RECSO Agreement, originally drawn up in 1972 to maintain in readiness at all times, defined minima of oil spill response equipment and oil dispersant chemicals for use in emergency situations if required.
These equipment/materials must be made available to a member company when requested in order to assist in pollution response.
The most significant feature of the original (and subsequent) agreements is the provision for voluntary liability for the clean-up cost of other member companies when a member company is responsible for oil pollution.
Several revisions have been made to the original RECSO Agreement. The current agreement came into effect on August 2002 after been revised.

Full Membership - is open to any public or private company, joint venture, partnership, government-owned organisation, or other legally constituted business entity which maintains a permanent business office in any country bordering the Regional Sea, and which (i) owns or operates any INSTALLATION in the Regional Sea, and/or (ii) which owns, operates, charters or manages marine tankers of any size or description which are lawfully engaged in the transportation of crude oil or hydrocarbon products in the Regional Sea.

Bahrain Petroleum Company (BAPCO)
Bapco is a regional oil and gas leader and an important contributor to modern Bahrain, accounting for a significant portion of the region’s energy-related activities. The company owns a 260,000 barrel-a-day refinery, storage facilities for 14 million barrels, a marketing terminal and a marine terminal for its petroleum products.
Kuwait Oil Company (KOC)
In 1934 the Kuwait Oil Company Ltd. was established by the Anglo-Persian Oil Company, now known as the British Petroleum Company, and Gulf Oil Corporation, now known as Chevron Corporation. The Company activities had extended to include exploration operations, on-shore and off-shore surveys, drilling of test wells, and developing of producing fields in addition to crude and natural gas exploration.
Petroleum Development Oman (PDO)
Petroleum Development Oman (PDO) is the foremost exploration and production company in the Sultanate. We account for more than 70% of the country’s crude oil production and nearly all of its natural gas supply. The Company is owned by the Government of Oman (with a 60% interest), Royal Dutch Shell (34%), Total (4%) and Partex (2%). The first economic oil find was made in 1962, and the first oil consignment was exported in 1967.
Al Khafji Joint Opertaions (KJO)
Following termination of the Arabian Oil Company concession agreement with the Kingdom of Saudi Arabia on February 27,2000, Aramco Gulf Operations Company (AGOC) commenced its activities on February 28, 2000. AGOC took over the Saudi Government share of oil production and other hydrocarbon products in the divided zone, comprising four oil fields: Khafji, Hout, Lulu and Dorra.
DUBAI PETROLEUM ESTABLISGHMENT (DPE)
Dubai Petroleum has a long history linked to the Emirate of Dubai as it is an angular part of its industry since 1969, date of the first commercial oil export from the offshore Fateh field. During this time, hundreds of wells were drilled to explore and develop the hydrocarbon resources while billions of barrels were produced, participating to the development of the Emirate.
Associate Membership - is open to any other company, joint venture, partnership, government-owned organisation, or other legally constituted business entity which maintains a permanent business office in any country bordering the Regional S ea and which has a business interest in the activities of the Organisation, but which does not own or operate an INSTALLATION or engage in the transportation of crude oil or hydrocarbon products in the Regional Sea. Eligibility for Associate Membership shall include, but not be limited to, all private or public business entities and government-owned organisations providing goods and/or services related to the mission and objectives of the Organisation in or adjacent to the Regional Sea. Examples are Ports & Harbours, Oil and Gas Suppliers, Foreign Shipping Companies operating their fleet in the Gulf, Bunkering Companies and marine related business facilities, which may be useful to support the objectives of the organisation.
Maridive Group is the largest company providing offshore marine and oil support services in Egypt and the largest regionally, in terms of fleet size. The company was established in 1978 in Port Said as a Joint Stock company. Maridive Group has expanded over the years together with its subsidiaries Maridive Offshore Projects.
Petro Rabigh utilizes 400,000 barrels per day of crude oil and 1.2 million tons per year of ethane as primary feedstock to produce a variety of refined petroleum products and petrochemical products. The refinery transferred from Saudi Aramco to Petro Rabigh has mainly been producing 8 million tons of heavy oil, 5.3 million tons of light oil, 3 million tons of naphtha and 2.6 million tons of kerosene annually. This refinery was upgraded to include a high olefin fluid catalytic cracking unit (HOFCC) for converting heavy and light oils to gasoline and other distillates, which added new annual capacities of 2.8 million tons of gasoline and 900,000 tons of propylene, a feedstock for petrochemical products.
