IMO Model Training Course Level 3 for Admin and Senior Managers – May 2006, Dubai, UAE.

The Regional Clean Sea Organisation (RECSO), in association with SEACOR Environmental Services Middle East (SESME), conducted an IMO Level 3 for Senior Managers and Administrators, training course from 15-17 May 2006 at the Crowne Plaza in Dubai.

The training was aimed specifically at main issues and challenges facing senior administrators and managers in a major spill. It also explained the roles and responsibilities of the on-scene commander and his team and how they can effectively and successfully respond to a spill. A number of topics were taught including; Causes, fate and effects; Contingency planning; Strategies and limitations; International co-operation; Liability and compensation; Spill management; Communication and the media; Measures for success; Termination of cleanup; Simulation exercise and action list.

Participants were from a wide range of organizations and locations including; Dubai Petroleum Company; Saudi Aramco; Al-Khafji Joint Operations; Kuwait Oil Company; Qatar Petroleum; Bahrain Petroleum Company; Oman LNG LLC; Environment Public Authority and Dubai Municipality.
